I'm not sure that they rent pontoons. I believe they just have the boat slips for rent.

Prizer Point is pretty close. They are a KOA camp ground with cabins and several kid friendly activities

Not inside the restaurant. There is a paved area along the side to get to boat slips. I've also had the dog's at far end outside tables and that was ok.
